Noida RWA federation forms committee to address labour cess issue

NOIDA: The Noida RWA federation has formed a six-member committee to address issues and queries related to 1 % labour cess levied on residents across the city for properties constructed/purchased between 2009-2012.

The move comes after a meeting with labour commissioner P K Singh which took place last week.

The committee will facilitate dialogue with the district labour department and also look into legalities of issues raised by owners.
“At the RWA meet, it was unanimously decided to form a committee under the chairmanship of Sushil Agarwal, patron of FONRWA, with a view to examine the legality/liability to pay labour cess, for which notices have been sent to several house owners across the city,” said A N Dhawan secretary general Federation of Noida Residents Welfare Associations (FONRWA).

The six member committee comprises of Sushil Agarwal, patron FONRWA, A N Dhawan, secretary general FONRWA, Anita Pandey advocate, High/Supreme Court, Vimal Sharma, RWA president sector 50, PPS Nagar RWA president sector 47, DP Goel former RWA president Jal Vayu Vihar and executive member FONRWA.

FONRWA had received complaints from more than 100 residents last week from sectors 45, 47, 37 over 1% labour cess levied on their properties. The charge is levied for properties purchased between 2009 and 2012 as per the Building and Other Construction Workers’ Act, 1996, that came to effect across the state in February 2009.

Residents said they had no prior intimation regarding the cess, nor were they given enough time to respond to the notices issued by district labour office. They also alleged that the demand after such a long time is based on assumptions and not facts.
